Ingredients

  • 4 large russet potatoes
  • 4 tablespoons unsalted butter
  • 1 cup sour cream
  • 0.5 cup whole milk
  • 1.5 teaspoons salt
  • 1 teaspoon ground black pepper
  • 2 tablespoons olive oil
  • 1 medium yellow onion, diced
  • 2 medium carrots, diced
  • 1.5 pounds ground beef
  • 2 large garlic cloves, minced
  • 1 cup beef broth
  • 2 tablespoons tomato paste
  • 2 tablespoons fresh dill, chopped
  • 1 cup frozen peas
  • 1 teaspoon paprika
  • 0.5 cup grated Parmesan cheese

Directions

Step 1

Peel and chop the potatoes into even chunks. Add them to a large pot of salted water and boil until tender, about 15-20 minutes.

Step 2

Drain the potatoes and return them to the pot. Mash them with unsalted butter, sour cream, milk, 1 teaspoon of salt, and 0.5 teaspoons of ground black pepper until smooth. Set aside.

Step 3

Preheat your oven to 375°F (190°C).

Step 4

Heat olive oil in a large skillet over medium heat. Add diced onion and carrots, and sauté until softened, about 5-7 minutes.

Step 5

Add the ground beef to the skillet. Cook, breaking it up with a spoon, until browned and fully cooked, about 8-10 minutes.

Step 6

Stir in the minced garlic, beef broth, tomato paste, fresh dill, remaining 0.5 teaspoon of salt, 0.5 teaspoon of pepper, and paprika. Simmer for 5 minutes. Taste and adjust seasoning if needed.

Step 7

Add the frozen peas to the beef mixture and stir to combine. Spread the mixture evenly in the bottom of a deep 9x13-inch baking dish.

Step 8

Layer the mashed potatoes evenly on top of the beef mixture, spreading them smoothly with a spatula to create an even layer.

Step 9

Sprinkle the grated Parmesan cheese over the mashed potatoes.

Step 10

Bake in the preheated oven for 25-30 minutes or until bubbling and the top is golden brown.

Step 11

Let the Russian Shepherd's Pie cool for 5-10 minutes before serving. Garnish with additional fresh dill if desired.
