Preheat your oven to 200°C (400°F) and line a baking tray with parchment paper.
Pat the cod fillets dry with a paper towel and season both sides with salt and black pepper.
Place the cod fillets on the prepared baking tray, drizzle with 2 tablespoons of olive oil, and a tablespoon of lemon juice. Set aside for a few minutes to marinate lightly while you prepare other components.
Peel and mince the garlic cloves. Set aside.
Bring a large pot of salted water to a boil. Add the baby new potatoes and cook for 10-12 minutes or until tender when pierced with a fork. Drain and set aside.
While the potatoes are cooking, place the cod in the preheated oven and roast for 12-15 minutes, or until the fish is opaque and flakes easily with a fork.
In a large skillet over medium heat, add the remaining 1 tablespoon of olive oil and 1 tablespoon of butter. Sauté the minced garlic for 1-2 minutes until fragrant.
Add the cooked, drained potatoes to the skillet and gently crush them with the back of a fork or a potato masher, leaving them slightly chunky.
Stir in the remaining butter, watercress, 1 tablespoon of lemon juice, and a pinch of salt and pepper. Cook for 2-3 minutes until the watercress wilts slightly.
To serve, plate a generous spoonful of watercress crushed potatoes and top with a roasted cod fillet. Drizzle with any cooking juices from the fish and serve immediately.
