Rinse the rice under cold water until the water runs clear, then set aside to drain.
Dice the onion and mince the garlic. Blend the tomatoes into a purée or chop finely if a blender is unavailable. Slice the carrots into rounds and roughly chop the cabbage.
In a large pot or Dutch oven, heat the vegetable oil over medium heat. Add the diced onion and sauté until golden brown, about 5 minutes.
Add the minced garlic and cook for another minute until fragrant.
Increase the heat to high and add the chicken (or beef) pieces. Sear the meat until browned on all sides, about 8-10 minutes.
Stir in the tomato paste and cook for 2 minutes to deepen the flavor.
Add the blended tomatoes, chicken bouillon cubes, bay leaf, salt, black pepper, and chili pepper (if using). Stir well and cook for 5 minutes until the sauce thickens slightly.
Add the sliced carrots and chopped cabbage. Stir to coat the vegetables in the sauce and cook for 5 minutes.
Pour in 4 cups of water and bring the mixture to a boil. Once boiling, add the rinsed and drained rice to the pot. Stir gently to distribute the ingredients evenly.
Reduce the heat to low, cover the pot with a tight-fitting lid, and simmer for 25-30 minutes, or until the rice is tender and the liquid is absorbed. Avoid lifting the lid while the rice cooks to retain steam.
Once cooked, fluff the rice with a fork and remove the bay leaf. Let the dish rest for 5 minutes before serving.
Serve hot, garnished with additional chili pepper if desired. Enjoy a hearty plate of Riz Gras with family and friends!
