Slice the beef sirloin into thin strips, about 1/4 inch thick. Place the beef strips in a bowl.
Add soy sauce and cornstarch to the beef strips. Mix well until the beef is well-coated with the mixture and set aside to marinate for at least 10 minutes.
While the beef is marinating, prepare the vegetables. Peel the carrot and cut it into thin strips. Remove seeds from the bell peppers and cut them into strips. Slice the onion thinly. Mince the garlic cloves and chop the ginger root finely.
Heat the vegetable oil in a large non-stick pan or wok over medium-high heat.
Add the marinated beef strips to the pan in a single layer. Stir-fry for 3-4 minutes until the beef is browned and cooked through. Remove the beef from the pan and set aside.
In the same pan, add the carrots, bell peppers, and onion. Stir-fry the vegetables for 3-4 minutes until they begin to soften.

Slice the green onions and add them to the pan. Stir to combine.
Remove the pan from heat and transfer the dish to a serving platter.
