In a large mixing bowl, combine 3 1/2 cups of the flour, sugar, yeast, salt, and cinnamon. Mix well to combine the dry ingredients.
In a separate medium bowl, whisk together the warm milk, melted butter, and eggs.
Gradually add the wet ingredients into the dry ingredients, stirring with a wooden spoon until a sticky dough begins to form.
Add the raisins and mix to evenly distribute them throughout the dough.
Lightly flour a clean work surface and turn the dough out onto it. Knead the dough by hand for about 8–10 minutes, adding the remaining flour a little at a time until the dough is smooth and elastic. (Be careful not to add too much flour to avoid drying out the dough.)
Grease a large bowl with vegetable oil or melted butter. Place the dough in the bowl, turning it to coat the surface with oil. Cover the bowl with a clean kitchen towel or plastic wrap.
