In a medium bowl, whisk together the granulated sugar, cornstarch, and salt to remove any lumps.
Add the eggs to the dry mixture and whisk until smooth. Set aside.
In a pressure-cooker safe bowl or insert, combine the whole milk and heavy cream. Whisk to blend.
Place the pressure cooker on sauté mode or preheat it on medium heat on a stovetop. Gently heat the milk mixture until warm, but not boiling.
Gradually whisk the warm milk mixture into the egg mixture, one ladle at a time, to temper the eggs and prevent curdling.
Pour the custard mixture back into the pressure cooker-safe bowl or insert and cover tightly with foil to prevent water from seeping in.
Place a trivet in the pressure cooker and add 1 cup of water to the bottom of the cooker. Position the foil-covered custard bowl on top of the trivet.
