In a large mixing bowl, combine the all-purpose flour, semolina, carom seeds, turmeric powder, red chili powder, and salt.
Add the boiled and mashed potatoes to the bowl. Mix well to distribute the potatoes evenly into the flour mixture.
Drizzle in 2 tablespoons of oil and rub the mixture between your palms to incorporate the oil evenly into the flour.
Gradually add water, a little at a time, and knead into a firm, smooth dough. The dough should not be sticky but should hold together well.
