Preheat your oven to 375°F (190°C) and lightly spray a 9x13-inch baking dish with cooking spray.
Peel the russet potatoes and slice them thinly, about 1/8 inch thick. Set aside in a bowl of cold water to prevent browning.
In a medium saucepan over medium heat, melt the butter. Once melted, whisk in the flour and cook for 1-2 minutes until a paste forms.
Gradually whisk in the milk, making sure there are no lumps. Cook for 3-4 minutes, stirring constantly, until the mixture thickens into a creamy sauce.

Bake in the preheated oven for 40-45 minutes, or until the potatoes are tender, the cheese is bubbly, and the top is golden brown.
