Peel and boil the potatoes in a pot of salted water until fork-tender, about 15 minutes. Drain and allow them to cool slightly.
Grate the carrots and finely chop the onion and garlic.
In a large mixing bowl, mash the cooked potatoes. Add the grated carrots, chopped onion, garlic, ground cumin, paprika, salt, black pepper, and breadcrumbs. Mix well until the mixture comes together.
Divide the mixture into 4 equal portions and shape each portion into a round patty about 3/4 inch thick.
