Peel and dice the potatoes, then place them in a pot with enough water to cover them. Add a pinch of salt and bring to a boil. Cook the potatoes for about 15 minutes or until fork-tender.
While the potatoes cook, heat a large skillet over medium heat. Add the ground beef and cook until browned, breaking it up with a spatula. Drain excess fat if necessary.
Add the diced onion to the skillet with the beef and cook until the onion becomes translucent, about 3-4 minutes.
Sprinkle the flour over the beef and onion mixture. Stir well to coat. Pour in the beef or chicken broth and Worcestershire sauce, stirring until the mixture thickens slightly, about 2-3 minutes.
Add the frozen mixed vegetables to the skillet and stir to combine. Cook for another 5 minutes, then season with salt and black pepper to taste. Remove from heat.
Once the potatoes are done cooking, drain them and return them to the pot. Add butter, milk, 1 teaspoon of salt, and 1/2 teaspoon of black pepper. Mash the potatoes until smooth and creamy.
Preheat your oven to 400°F (200°C).
Transfer the beef and vegetable mixture to the bottom of a baking dish and spread it out evenly. Layer the mashed potatoes on top, spreading them to cover the filling completely.
If using shredded cheddar cheese, sprinkle it over the mashed potatoes for an extra layer of flavor.
Bake the Shepherd's Pie in the preheated oven for 20 minutes, or until the top is golden and bubbling.
Remove from the oven and let rest for 5 minutes before serving. Enjoy your Poor Man's Shepherd's Pie!
