Preheat the oven to 180°C (350°F).
In a food processor, combine the pistachios and half of the granulated sugar, then pulse until finely ground. Set aside.
To make the pastry, sift together the flour and salt in a large bowl.
Cut in the butter using a pastry cutter or fork until the mixture resembles coarse crumbs.
Add ice water a tablespoon at a time, mixing with a fork, until the dough begins to clump together.
