Warm the milk to about 110°F (43°C) and dissolve 1 tablespoon of sugar and the yeast into the milk. Let it sit for 5-10 minutes until frothy.
In a large mixing bowl, combine the flour, remaining sugar, and salt. Add the yeast mixture, melted butter, and eggs. Mix until a soft dough forms.
Knead the dough on a floured surface for about 7-10 minutes until smooth and elastic.
Place the dough in a greased bowl, cover it with a clean towel, and let it rise in a warm spot for 1 hour or until it doubles in size.
Meanwhile, prepare the filling. Heat the oil in a pan over medium heat. Sauté the onions and garlic until fragrant and soft.
Add the ground beef to the pan, breaking it apart with a spoon. Cook until browned and fully cooked. Season with salt and pepper. Remove from heat and let the filling cool.
Preheat the oven to 375°F (190°C) and line a baking sheet with parchment paper.
Punch down the risen dough and divide it into 12 equal pieces. Roll each piece into a ball, then flatten it into a disc about 4 inches in diameter.
Place 1-2 tablespoons of the beef filling in the center of each disc. Fold the dough over the filling and pinch the edges tightly to seal. Place the piroshky seam-side down on the prepared baking sheet.
In a small bowl, whisk together the egg yolk and water. Brush this mixture over the tops of the piroshky for a golden finish.
Bake the piroshky in the preheated oven for 20-25 minutes or until golden brown.
Let the piroshky cool slightly before serving. Enjoy warm or at room temperature.
