In a small saucepan, heat the milk, water, and butter over low heat until warm and the butter is melted. Remove from heat and let cool slightly to about 110°F (warm to the touch).
In a large bowl, mix together 2 cups of flour, sugar, and yeast. Add the warm milk mixture and stir until combined. Let this sit for 10 minutes to activate the yeast.
Beat in the eggs, one at a time, and slowly incorporate the remaining 2 cups of flour and the salt. Knead the dough by hand or in a stand mixer fitted with a dough hook for 8–10 minutes until it becomes smooth and elastic.
Place the dough in a greased bowl, cover with a clean towel or plastic wrap, and let it rise in a warm place for 1 hour, or until doubled in size.
While the dough is rising, prepare the filling. Boil the diced potato in salted water until tender, about 8–10 minutes. Drain and mash lightly.
In a skillet, heat the vegetable oil over medium heat. Add the onion and garlic, and sauté until translucent, about 3 minutes. Add the ground beef, salt, and black pepper, and cook until browned and fully cooked, about 6–8 minutes. Stir in the mashed potato and mix well. Let the filling cool to room temperature.
Preheat the oven to 375°F (190°C). Line two baking sheets with parchment paper.
After the dough has risen, punch it down gently and divide into 12 equal pieces. Roll each piece into a ball, then flatten into a 4-inch circle.
Spoon 2–3 tablespoons of the filling into the center of each circle. Fold the dough over the filling and pinch the edges tightly to seal. Place each piroshki seam-side down on the prepared baking sheet.
In a small bowl, whisk together the egg yolk and 1 tablespoon of water. Brush the tops of the piroshki with the egg wash for a glossy finish.
Bake in the preheated oven for 20–25 minutes, or until golden brown.
