Place the ribeye steak in the freezer for 30 minutes to firm it up, making it easier to slice thinly.
Using a sharp knife, thinly slice the steak against the grain into very thin strips.
Peel and thinly slice the white onion. If using, dice the green bell pepper into thin strips as well.
Heat 1 tablespoon of olive oil and 1 tablespoon of butter in a large skillet or griddle over medium heat.
Add the onions (and green bell peppers, if using) to the skillet and sauté until soft and golden, about 5 minutes. Remove from the skillet and set aside.
Increase the heat to medium-high and add the remaining 1 tablespoon of olive oil to the same skillet.
Add the thinly sliced steak to the skillet, spreading it out evenly. Season with salt, black pepper, and garlic powder (if using).
Cook for 2-3 minutes, stirring occasionally, until the steak is browned and cooked through.
Return the sautéed onions (and green peppers, if using) to the skillet and mix with the cooked steak.

Slice the hoagie rolls lengthwise, but don’t cut all the way through. Lightly toast them if desired.
