Preheat your oven to 375°F (190°C).
In a large mixing bowl, combine the ground beef, ground pork, breadcrumbs, Parmesan cheese, milk, egg, minced garlic, parsley, salt, and black pepper.
Mix the ingredients gently with your hands or a spoon until just combined. Do not overmix to avoid dense meatballs.
Portion out the mixture into golf ball-sized meatballs (about 2 tablespoons each). You should get 12-16 meatballs.
Heat the olive oil in a large oven-safe skillet over medium heat. Sear the meatballs in batches for 2-3 minutes per side until browned but not cooked through. Place them on a plate and set aside.
Wipe out excess oil from the skillet if needed, then pour in the marinara sauce. Add the partially cooked meatballs to the sauce, spooning some sauce over them.
Transfer the skillet to the preheated oven and bake for 15-20 minutes, or until the meatballs are fully cooked (internal temperature of 165°F).
While the meatballs bake, prepare the hoagie rolls. Split them open lengthwise, being careful not to slice all the way through. Spread butter evenly on the inside and sprinkle with garlic powder.
Place the buttered rolls on a baking sheet and toast in the oven for 5 minutes, or until lightly golden.
To assemble the heroes, place 3-4 meatballs along with some marinara sauce on each hoagie roll. Top with 2 slices of provolone cheese.
Place the assembled sandwiches back in the oven for 2-3 minutes, or until the cheese is melted and bubbly.
Serve the Philadelphia Meatball Heroes hot, with additional marinara sauce on the side if desired.
