Slice the beef sirloin against the grain into thin strips, approximately 1/4 inch thick.
In a bowl, mix the sliced beef with 2 tablespoons of soy sauce, 1 teaspoon of cornstarch, and 1 teaspoon of black pepper. Let it marinate for 15 minutes.
While the beef is marinating, mince the garlic, thinly slice the onion, and chop the red and green bell peppers into bite-sized strips.
In a small bowl, combine the oyster sauce, dark soy sauce, remaining 1 tablespoon of soy sauce, sugar, 3 tablespoons of water, and 1/2 teaspoon of black pepper. Mix well to create the sauce.
Heat 2 tablespoons of vegetable oil in a large skillet or wok over medium-high heat. Once hot, add the marinated beef and stir-fry for 2-3 minutes until the beef is browned but not fully cooked. Remove from the pan and set aside.
In the same pan, add the remaining 1 tablespoon of vegetable oil. Add the minced garlic and sliced onion, and stir-fry for 1-2 minutes until fragrant.
Add the red and green bell peppers to the pan and stir-fry for another 2-3 minutes until the peppers are slightly tender but still crisp.
Return the beef to the pan and pour in the prepared sauce. Stir everything together, allowing the sauce to coat the beef and vegetables evenly.
In a small bowl, mix the remaining 1 teaspoon of cornstarch with 1 tablespoon of water to create a slurry. Add this to the pan and stir well to thicken the sauce. Let it cook for an additional 1-2 minutes.
Remove the pan from heat and serve the Pepper Beef hot over steamed rice or noodles. Enjoy!
