Preheat your oven to 375°F (190°C). Lightly grease a 9x13-inch baking dish with cooking spray and set aside.
In a large skillet over medium heat, cook the ground beef until browned, breaking it apart with a spoon as it cooks. Drain excess grease if necessary.
Add the taco seasoning and water to the skillet with the cooked beef. Stir well and let it simmer for 5 minutes. Remove from heat.
In a small mixing bowl, combine the red enchilada sauce and diced green chilies. Stir well to combine.
Spread a thin layer of the enchilada sauce mixture at the bottom of the prepared baking dish.
Place 4 corn tortillas in a single layer on top of the sauce. You may need to tear the tortillas to fit the edges.
Spread one-third of the cooked beef mixture evenly over the tortillas. Pour one-third of the enchilada sauce on top and sprinkle one-third of both shredded cheeses.
Repeat the layering process (tortillas, beef, sauce, cheese) two more times, finishing with a layer of cheese on top.
Cover the baking dish with aluminum foil and place it in the preheated oven. Bake for 20 minutes.
Remove the foil and bake for an additional 10 minutes, or until the cheese is melted and bubbly.
Carefully remove the casserole from the oven and let it rest for 5 minutes before slicing.
Optional: Garnish with sour cream, chopped cilantro, diced tomatoes, and sliced jalapeños before serving.
