Preheat your oven to 325°F (162°C).
Pat the beef chuck roast dry with paper towels and season it generously with 1 teaspoon of salt and 1 teaspoon of black pepper on all sides.
In a large oven-safe skillet or Dutch oven, heat 2 tablespoons of olive oil over medium-high heat. Sear the beef roast on all sides until browned, about 3-4 minutes per side. Remove the beef and set it aside.
Peel and dice the onion. Mince the garlic cloves. Peel and cut the carrots into 1-inch chunks. Slice the celery stalks into 1-inch pieces. Wash and quarter the potatoes.
Add the diced onion and minced garlic to the same skillet used to sear the beef. Sauté for 2-3 minutes until softened and fragrant.
Stir in the tomato paste, beef broth, and Worcestershire sauce, scraping up any browned bits from the bottom of the pan. Add the dried thyme, dried rosemary, and remaining 0.5 teaspoons of salt. Stir to combine.
Return the beef roast to the skillet or Dutch oven. Arrange the carrots, celery, and potatoes around the beef.
Cover with a lid or tightly with aluminum foil, and place in the preheated oven. Bake for 2.5 to 3 hours, or until the beef is tender and easily shreds with a fork.
Remove the skillet or Dutch oven from the oven and let the beef rest for 10 minutes before serving.
Serve slices of the baked beef alongside the roasted vegetables and spoon some of the flavorful cooking liquid over the top. Enjoy!
