Bring a large pot of salted water to a boil. Cook the penne pasta according to the package instructions until al dente. Reserve 1 cup of pasta water, then drain and set the pasta aside.
While the pasta cooks, preheat your oven to 400°F (200°C). Line a baking sheet with parchment paper.
Chop the onion, bell peppers, and zucchini into bite-sized pieces. Peel and mince the garlic cloves.
Spread the chopped vegetables, except for the garlic, onto the prepared baking sheet. Drizzle with 2 tablespoons of olive oil, season with salt and black pepper, and toss to coat.
