In a medium saucepan, combine water, sugar, salt, and butter. Place over medium heat and bring to a boil, stirring until the butter is fully melted.
Lower the heat to medium-low and stir in the matzo meal. Continue stirring until the mixture forms a smooth dough and pulls away from the sides of the pan, about 2-3 minutes. Remove from heat and let the mixture cool for 5 minutes.
Add the eggs one at a time to the dough, beating well after each addition. The dough should become smooth and slightly sticky.
In a large, deep skillet or heavy-bottomed pot, heat the vegetable oil over medium heat to 350°F (175°C). Use a thermometer to maintain the oil temperature as consistent as possible.
Using two spoons, scoop about 1 tablespoon of dough and drop it gently into the hot oil. Fry 4-5 doughnuts at a time, being careful not to overcrowd the pot.
Fry the doughnuts until golden brown on all sides, turning occasionally with a slotted spoon, about 3-4 minutes per batch.
Remove the fried doughnuts with a slotted spoon and place them on a plate lined with paper towels to drain excess oil.
Repeat with the remaining dough until all the doughnuts are fried.
If desired, lightly dust the doughnuts with powdered sugar before serving. Serve warm or at room temperature.
