In a large mixing bowl, combine the all-purpose flour, sugar, salt, black pepper, and instant yeast. Stir to evenly distribute the dry ingredients.
In a separate bowl, whisk together the warm water, melted butter, and egg until well combined.
Gradually pour the wet ingredients into the dry ingredients, mixing with a spatula or wooden spoon until a sticky dough begins to form.
Sprinkle the grated Parmesan cheese into the dough and knead it gently by hand or using a stand mixer with a dough hook attachment. Knead for about 8–10 minutes, or until the dough becomes smooth and elastic.
Lightly grease a large bowl with olive oil and place the dough into the bowl. Cover it with a clean kitchen towel or plastic wrap and let it rise in a warm place for 1 to 1.5 hours, or until it doubles in size.
Once the dough has risen, punch it down to release the air. Transfer the dough to a floured surface and divide it into 12 equal portions.
Shape each portion into a ball and arrange the dough balls on a greased or parchment-lined baking sheet, leaving about 1–2 inches of space between each roll.
Cover the rolls with a clean towel and let them rise for another 30 minutes, or until they puff up slightly.
Preheat the oven to 375°F (190°C).
Brush the tops of the rolls with a little olive oil and sprinkle with additional Parmesan cheese and black pepper.
Bake the rolls in the preheated oven for 18–20 minutes, or until they are golden brown and sound hollow when tapped on the bottom.
Remove the rolls from the oven and let them cool on a wire rack for a few minutes before serving. Enjoy warm or at room temperature.
