Bring a large pot of salted water to a boil and cook the lasagna noodles according to the package instructions. Drain and lay them flat on a baking sheet to cool, separating layers with parchment paper to prevent sticking.
In a large skillet over medium heat, cook the ground beef, Italian sausage, and diced onion until the meat is browned and the onion is soft. Add the minced garlic and cook for an additional 1-2 minutes, until fragrant.
Stir in the crushed tomatoes, tomato paste, tomato sauce, and water. Mix in the sugar, dried basil, dried oregano, salt, and black pepper. Reduce the heat to low and simmer for 30 minutes, stirring occasionally.
In a medium mixing bowl, combine the ricotta cheese, egg, and chopped parsley. Stir until well blended.
Preheat your oven to 375°F (190°C).
Spread 1 cup of the meat sauce evenly over the bottom of a 9x13-inch baking dish.
Lay 4 lasagna noodles over the sauce, slightly overlapping them. Spread one-third of the ricotta mixture over the noodles, then sprinkle 1 cup of shredded mozzarella cheese on top. Add 1 cup of the meat sauce over the cheese.
Repeat the layering process two more times, finishing with a final layer of meat sauce and topping it with the remaining mozzarella cheese and grated Parmesan cheese.
Cover the baking dish with aluminum foil (tent the foil slightly so it doesn't touch the cheese) and bake in the preheated oven for 25 minutes.
Remove the foil and bake for an additional 25 minutes, or until the cheese is bubbly and golden brown.
