Preheat the oven to 375°F (190°C). Line a baking sheet with parchment paper.
In a mixing bowl, combine almond flour, coconut flour, and tapioca starch. Add the melted coconut oil, egg, water, and salt. Stir until the dough comes together.
Knead the dough gently and form it into a ball. Wrap it in plastic wrap and refrigerate it for about 15 minutes to firm up slightly.
While the dough chills, prepare the filling. In a large skillet over medium heat, cook the ground beef until browned and cooked through, breaking it apart as it cooks.
