Preheat your oven to 375°F (190°C).
For the dough, in a large mixing bowl, combine almond flour, tapioca flour, and 1 teaspoon of sea salt.
Add coconut oil and full-fat coconut milk to the flour mixture. Mix well until a dough forms. The dough should be smooth and pliable.
Divide the dough into 12 equal parts, rolling each into a ball. Cover and set aside.
For the filling, heat olive oil in a large skillet over medium heat.
Add chopped onion and sauté until translucent, about 5 minutes.
Add garlic and ginger, cooking for another 2 minutes until fragrant.
Add ground beef, breaking it apart with a spatula as it cooks. Cook until browned, about 10 minutes.
Stir in curry powder, cumin, cayenne pepper, and the remaining 0.5 teaspoon sea salt. Mix thoroughly.

Remove the skillet from heat and allow the filling to cool slightly.
Take each dough ball and roll it out into a small circle, about 5 inches in diameter.
Spoon a portion of the meat filling into the center of each circle.
Fold the dough over the filling to form a half-moon shape, pressing the edges together to seal. You can crimp the edges with a fork for decoration.
Place the samosas on a baking sheet lined with parchment paper.
Bake in the preheated oven for 25 minutes, or until the samosas are golden brown.
