In a large bowl, combine the almond flour, coconut flour, arrowroot powder, and sea salt.
Add the eggs and gradually mix in the warm water, kneading the mixture until a dough forms that is slightly sticky but firm enough to handle.
Cover the dough with a damp cloth and set aside while you prepare the filling.
In another bowl, combine the ground beef or lamb, diced onion, minced garlic, chopped cilantro, chopped parsley, ground coriander, ground cumin, black pepper, and salt. Mix thoroughly to incorporate the spices into the meat.
Divide the dough into two portions. Roll out one portion of dough onto a parchment paper-lined surface to about 1/8-inch thickness.
Use a round cookie cutter (3-4 inches in diameter) to cut out circles from the dough.
Place about 1 tablespoon of the meat filling into the center of each dough circle.
Gently fold the edges of the circle over the filling, pleating and pinching the dough to seal it at the top, forming a small, twisted handle.
Repeat the process with the remaining dough and filling.
Bring a large pot of salted water to a simmer over medium heat.
Carefully add the khinkali to the simmering water in batches to avoid overcrowding. Cook for about 10-12 minutes, or until the dumplings float to the surface.
Using a slotted spoon, transfer the cooked khinkali to a plate lined with paper towels to drain excess water.
