Preheat your oven to 350°F (175°C).
In a large pot, heat the coconut oil over medium-high heat. Add the beef cubes in batches and brown them on all sides. Remove and set aside.
In the same pot, add the onion, carrots, celery, and garlic. Sauté for about 5-7 minutes until the vegetables start to soften.
Return the beef to the pot. Add the beef broth, tomato paste, bay leaf, thyme, salt, and pepper. Bring the mixture to a simmer.
Cover the pot and reduce the heat to low. Let it simmer for 1.5 hours or until the beef is tender.
Meanwhile, make the pie crust. In a mixing bowl, combine the almond flour and arrowroot flour.
In a small bowl, beat the egg with cold water and olive oil.
Pour the wet ingredients into the dry ingredients and mix until a dough forms. Wrap the dough in plastic wrap and refrigerate for 30 minutes.
