Slice the flank steak against the grain into thin strips, about 1/4-inch thick. Pat the slices dry with paper towels.
Toss the beef slices in a mixing bowl with the cornstarch until evenly coated. Set the coated beef aside for 10 minutes to allow the cornstarch to adhere.
In a medium saucepan, combine the soy sauce, water, and dark brown sugar. Heat over medium heat and whisk until the sugar is dissolved.
