Preheat your oven to 180°C (350°F).
To make the pastry crust, combine the all-purpose flour and powdered sugar in a large bowl.
Cut the cold unsalted butter into small cubes and add it to the flour mixture. Use your fingertips to rub the butter into the flour until the mixture resembles coarse breadcrumbs.
Add the egg yolk and cold water to the mixture. Mix gently until the dough comes together in a ball. Do not overwork.
Wrap the dough in plastic wrap and refrigerate for 30 minutes.
Roll out the chilled dough on a lightly floured surface until it is about 3-4 mm thick. Carefully transfer it to a 9-inch tart tin, pressing it into the edges. Trim any excess dough.
Prick the base of the crust with a fork. Line it with parchment paper and fill with baking weights or dried beans. Bake the crust for 15 minutes, then remove the weights and bake for another 5-7 minutes until lightly golden. Let it cool completely.
To make the filling, whisk the heavy cream, granulated sugar, orange zest, lemon zest, orange juice, lemon juice, eggs, and ground cardamom in a medium bowl until well combined.
Pour the filling into the cooled tart shell and bake at 160°C (320°F) for 20-25 minutes, or until the filling has set but still has a slight wobble in the center.
Remove the tart from the oven and allow it to cool to room temperature. Refrigerate for at least 2 hours to fully set.
Once the tart is chilled, sprinkle with powdered sugar for garnish before serving.
