In a medium saucepan, combine the dried horehound leaves and water.
Bring the mixture to a boil, then reduce the heat to low. Simmer for 15-20 minutes to extract the medicinal properties of the horehound.
Strain the liquid through a fine mesh sieve or cheesecloth into a large measuring cup to remove the leaves. You should have about 1 cup of horehound tea.
Return the strained liquid to a clean saucepan and add the granulated sugar and honey.
Over medium heat, stir until the sugar dissolves completely, then stop stirring.
