Ingredients

  • 2 cups rolled oats
  • 1 cup all-purpose flour
  • 1 cup brown sugar
  • 0.75 cup unsalted butter
  • 0.5 teaspoon salt
  • 0.5 teaspoon baking powder
  • 1 teaspoon vanilla extract
  • 1.5 cups semi-sweet chocolate chips
  • 14 ounces sweetened condensed milk

Directions

Step 1

Preheat your oven to 350°F (175°C).

Step 2

In a medium bowl, combine the rolled oats, flour, brown sugar, and salt. Stir in the baking powder until well mixed.

Step 3

Melt the unsalted butter in a small saucepan or in the microwave. Add the melted butter and vanilla extract to the dry ingredients, mixing until the mixture is thoroughly combined and crumbly.

Reserve 1 cup of the crumbly oat mixture for the topping.
