Preheat your oven to 200°C (390°F) and line a baking tray with parchment paper.
Heat 1 tablespoon of olive oil in a frying pan over medium heat. Slice the onions thinly and add them to the pan. Cook for 8-10 minutes, stirring occasionally, until softened.
Sprinkle the onions with brown sugar and balsamic vinegar. Cook for an additional 5-6 minutes until caramelized. Remove from the pan and set aside.
Heat the remaining tablespoon of olive oil in the same pan and add the New Zealand beef mince. Break it apart with a spoon and cook for 5-6 minutes until browned.
Add the minced garlic, dried thyme, black pepper, and salt to the beef. Stir to combine and cook for another 2 minutes. Remove from heat and allow to cool slightly.
Roll out the puff pastry sheets on a clean, lightly floured surface. Cut each sheet into 6 squares to create 12 tart shells.
Place each square onto the prepared baking tray and fold the edges inward slightly to create a small border.
Spread a spoonful of the caramelized onions onto each tart base, followed by a spoonful of the cooked beef mixture.
Crumble the goat's cheese evenly over the top of each tart.
Brush the edges of the pastry with the beaten egg to help them turn golden brown during baking.
Bake in the preheated oven for 20-25 minutes, or until the pastry is puffed and golden.
Remove from the oven and let the tarts cool slightly before garnishing with chopped parsley, if desired.
Serve warm as an appetizer or as a light meal with a side salad.
