Peel and chop the russet potatoes into large chunks. Place them in a pot with water and a pinch of salt. Bring to a boil and cook for 15-20 minutes, or until fork-tender.
Drain the potatoes and return them to the pot. Add 2 tablespoons of butter, milk, 1 teaspoon of salt, and 1/2 teaspoon of black pepper. Mash until smooth and set aside.
Preheat your oven to 400°F (200°C).

Transfer the beef mixture to a 9x13 inch baking dish. Spread the mashed potatoes evenly over the top, smoothing it with a spatula. Use a fork to create a textured pattern on the potatoes if desired.
Dot the top of the potatoes with the remaining 2 tablespoons of butter.
Bake in the preheated oven for 20-25 minutes, or until the top is golden and bubbling.
