Preheat your oven to 400°F (200°C).
Peel the russet potatoes, cut them into large chunks, and place them in a pot of salted water. Bring to a boil and cook until tender, about 15-20 minutes. Drain and set aside.
In a large skillet, heat the olive oil over medium heat. Add the diced onion, carrots, and celery, and sauté until softened, about 5-7 minutes. Stir in the minced garlic and cook for an additional minute.
Add the ground beef (or lamb) to the skillet. Cook until browned, breaking apart the meat with a spoon. Drain any excess grease.
