Thoroughly wash and peel the beets, carrots, and parsnip. Cut the beets into quarters and the carrots and parsnip into large chunks.
Place the beets, carrots, parsnip, celery stalks, and onion (peeled and halved) into a large stockpot.
Add the garlic cloves, bay leaves, black peppercorns, and allspice berries to the pot.
Pour 8 cups of water into the pot and bring to a boil over medium-high heat.
