Preheat your oven to 350°F (175°C). Grease and lightly flour ten 9-inch round cake pans or work in batches if you don’t have enough pans.
In a medium bowl, sift together the all-purpose flour, baking powder, and salt. Set aside.
In a large mixing bowl, cream the softened butter and granulated sugar together until light and fluffy using an electric mixer.
Add the eggs to the butter mixture one at a time, beating well after each addition to fully incorporate.
Gradually mix in the dry ingredients alternately with the evaporated milk, beginning and ending with the dry ingredients. Stir in the water and vanilla extract just until combined.
Divide the batter evenly among the prepared cake pans, spreading it thinly to achieve ultra-thin layers. Each layer will require approximately 1/3 to 1/2 cup of batter.
Bake each cake layer for 8–10 minutes or until the edges are lightly golden and the top springs back when gently pressed. Allow layers to cool in the pans for a few minutes before transferring them to wire racks to cool completely.
While the cake layers cool, prepare the chocolate fudge frosting. In a medium saucepan, combine cocoa powder and melted butter over medium heat, stirring until smooth.
Gradually whisk in the confectioners’ sugar, followed by the vanilla extract and a few tablespoons of water to reach a spreadable consistency. Let the frosting cool slightly before assembly.
