In a large bowl, toss the cubed beef with the flour, salt, and pepper until evenly coated.
Heat the olive oil in a large Dutch oven over medium-high heat. Working in batches, sear the beef cubes until browned on all sides, about 2-3 minutes per side. Remove the beef and set aside.
In the same pot, add the diced onion and cook until softened, about 5 minutes. Stir in the garlic and cook for another 1 minute until fragrant.
Add the tomato paste to the pot and stir well to coat the onions and garlic. Cook for 2 minutes to develop flavor.
Pour in the red wine (if using) and scrape up any browned bits from the bottom of the pot. Let the wine reduce by half, about 3-5 minutes.
Return the seared beef to the pot, followed by the beef broth, bay leaves, and thyme sprigs. Bring the mixture to a boil, then reduce the heat to low and simmer, covered, for 2 hours.

If using peas, stir them in during the last 10 minutes of cooking to heat through.
Discard the bay leaves and thyme sprigs before serving. Taste and adjust the seasoning with additional salt and pepper, if needed.
