Preheat your oven to 375°F (190°C).
Place the cubed potatoes in a large pot of salted water and bring to a boil. Cook for 12-15 minutes, or until the potatoes are fork-tender.
Drain the potatoes, then return them to the pot. Add 4 tablespoons of butter, 1/2 cup of milk, and 1 teaspoon of salt. Mash until smooth and creamy. Set aside.
Heat 1 tablespoon of olive oil in a large skillet over medium heat. Add the diced onion and cook for 3-4 minutes until softened. Stir in the minced garlic and cook for another minute.
Add the ground beef to the skillet and cook until browned, breaking it up with a wooden spoon as it cooks. Drain any excess fat.
Stir in the frozen peas and carrots, Worcestershire sauce, tomato paste, beef broth, black pepper, and paprika. Let the mixture simmer for 5 minutes, allowing the flavors to combine and the liquid to reduce slightly.
Spread the meat and vegetable mixture evenly into the bottom of a 9x13-inch baking dish.
Carefully spread the mashed potatoes over the top of the meat mixture, smoothing it out with a spatula. If desired, create a decorative pattern on top with a fork.
Place the dish in the preheated oven and bake for 25-30 minutes, or until the mashed potatoes are slightly golden on top and the filling is bubbling around the edges.
Allow the shepherd's pie to rest for 5 minutes before serving. Enjoy!
