In a small bowl, soak the saffron strands in warm milk. Set aside for 5 minutes to release the color and flavor.
In a saucepan, heat the water on medium heat. If using food coloring, add a pinch to the water and bring to a gentle simmer. Keep this ready.
In a large, heavy-bottomed pan, heat the ghee over medium heat. Add the cashews and fry until golden brown, then add the raisins and fry until they puff up. Remove the nuts and raisins and set them aside for garnish.
In the same pan, add the semolina. Roast it on medium-low heat, stirring constantly, until it turns aromatic and light golden in color. This should take 4–5 minutes. Be careful not to burn it.
Once the semolina is roasted, lower the heat and carefully pour the hot water into the pan, stirring continuously to prevent lumps from forming. The mixture will bubble, so take caution.
Add the soaked saffron milk to the mixture and continue to stir. Cook for 1–2 minutes until the semolina absorbs the liquid and thickens.
Stir in the sugar and mix well. You will notice the mixture loosening slightly as the sugar melts. Keep stirring and cook for another 2–3 minutes until the sugar is fully dissolved and the kesari reaches a smooth, slightly thickened consistency.
Add the cardamom powder and mix thoroughly. If needed, add an additional teaspoon of ghee for extra shine and flavor.
Turn off the heat and garnish with the fried cashews and raisins. Serve warm or at room temperature for the best taste.
