Preheat your oven to 325°F (160°C).
Season the brisket on both sides with salt and pepper.
In a large oven-safe skillet or Dutch oven, heat the olive oil over medium-high heat.
Sear the brisket for 4-5 minutes per side until nicely browned. Remove it from the skillet and set aside.
Reduce the heat to medium and add the diced onion. Sauté for 3-4 minutes until softened.
Add the minced garlic, carrots, and celery, cooking for another 2-3 minutes until fragrant.
Deglaze the pan by pouring in the red wine, scraping up any browned bits from the bottom of the skillet. Let it simmer for 2 minutes.
Stir in the crushed tomatoes, chicken or beef broth, dried oregano, dried basil, and bay leaf. Bring the sauce to a simmer.
Return the brisket to the skillet, spooning some of the marinara mixture over the top. Cover the skillet with a lid or foil.
Place the skillet in the preheated oven and bake for 3-4 hours, or until the brisket is tender and easily pulls apart with a fork. Check occasionally to ensure there is enough liquid; add a splash of broth if needed.
Once cooked, transfer the brisket to a cutting board and let it rest for 10 minutes before slicing against the grain.
Serve the brisket slices with the marinara sauce, and garnish with chopped fresh parsley if desired.
