Season the beef chuck roast on all sides with salt, black pepper, and garlic powder.
Heat the vegetable oil in a large skillet over medium-high heat. Sear the roast for 3-4 minutes on each side until browned. Remove from the skillet and set aside.
Place the chopped onion, carrot chunks, potato quarters, and celery chunks in the bottom of a large crock pot.
Place the seared roast on top of the vegetables.
In a medium bowl, whisk together the beef broth, Worcestershire sauce, tomato paste, dried thyme, and rosemary. Pour the mixture over the roast and vegetables in the crock pot.
Cover and cook on low heat for 8-9 hours, or until the beef is tender and falls apart easily with a fork.
Once done, remove the roast and vegetables from the crock pot and transfer to a serving platter. Cover with foil to keep warm.
To make the gravy, strain the cooking liquid left in the crock pot into a saucepan. Bring the liquid to a simmer over medium heat.
In a small bowl, mix the cornstarch and cold water until smooth. Gradually whisk the cornstarch mixture into the simmering liquid. Cook for 2-3 minutes, stirring constantly, until the gravy thickens.
Slice or shred the roast as desired, and serve with the cooked vegetables and gravy.
