Heat 1 tablespoon of olive oil in a skillet over medium heat. Add chopped onion and sauté until translucent, about 5 minutes.
Stir in minced garlic, ground cumin, ground coriander, garam masala, and chili flakes. Cook for another 2 minutes until fragrant.
Add the lean ground beef to the spice-onion mixture. Cook, breaking up with a spoon, until browned, about 8-10 minutes.
Stir in fresh mint, parsley, salt, and black pepper. Cook for an additional 2 minutes, then remove from heat. Let the mixture cool.
Preheat the oven to 180°C (350°F).
Unroll the phyllo sheets and cover them with a slightly damp cloth to keep them from drying out.
Place one sheet of phyllo on a clean surface. Brush it with melted butter, then place another sheet on top and brush again with butter.
Cut the stacked phyllo sheets lengthwise into 3 long strips.
