Preheat the oven to 375°F (190°C). Lightly grease a 9x13-inch baking dish with butter or nonstick spray.
Wash and peel the potatoes. Slice them thinly, about 1/8-inch thick, and evenly for uniform cooking. Lay them aside in a large bowl of cold water to prevent browning.
In a medium saucepan, heat the heavy cream and butter over medium-low heat until the butter melts. Stir in the garlic powder, onion powder, salt, and pepper. Remove from heat and set aside.
