Preheat your oven to 375°F (190°C).
Place the chicken breasts in a pot of water and bring to a gentle boil. Cook for about 15-20 minutes, or until the chicken is fully cooked and tender. Remove from the water, let cool slightly, then shred into bite-sized pieces.
In a large saucepan, melt the butter over medium heat. Stir in the flour to create a roux, cooking for about 1-2 minutes until golden and smooth.
