Wash and trim the green beans by cutting off the stem ends. Pat them dry with a clean kitchen towel.
Peel and mince the garlic cloves. Peel and finely chop the ginger.
In a small bowl, mix soy sauce, Shaoxing wine, sugar, and water to create a sauce mixture. Set aside.
Heat the vegetable oil in a large skillet or wok over medium-high heat.
Add the Sichuan peppercorns to the hot oil and stir-fry for about 30 seconds until fragrant. Remove the peppercorns and discard them, leaving the infused oil in the pan.
Add the dried red chilies to the oil and stir-fry for 10–15 seconds until they darken slightly but do not burn.
