Trim any excess fat from the beef chuck and cut it into 1-inch cubes.
In a mixing bowl, season the beef with 1 teaspoon of salt and black pepper. Lightly dust the meat with flour, tossing to coat evenly.
Heat the vegetable oil in a large Dutch oven or heavy-bottomed pot over medium-high heat. Add the beef cubes in batches to avoid overcrowding, browning them on all sides. Remove the browned meat and set aside.
Peel and finely dice the onions, then peel and mince the garlic cloves.
In the same pot, lower the heat to medium and add the onions. Sauté until softened and golden brown, about 8–10 minutes. Add garlic and cook for an additional 1 minute until fragrant.
Stir in the paprika and tomato paste, cooking for another 1–2 minutes to release the flavors.
Return the browned beef to the pot and pour in the beef broth. Add the bay leaves and caraway seeds, then bring the mixture to a gentle boil.
Reduce the heat to low, cover with a lid, and allow the goulash to simmer for 1 hour, stirring occasionally to prevent sticking.
While the goulash simmers, peel the carrots and potatoes. Slice the carrots into 1/2-inch rounds and cut the potatoes into 1-inch chunks.
After the goulash has simmered for an hour, add the carrots and potatoes to the pot. Stir well and continue simmering for another 45 minutes, or until the vegetables are tender, and the meat is falling apart.
Taste and adjust seasoning with the remaining salt, if necessary.
Remove the bay leaves and garnish the goulash with freshly chopped parsley before serving. Enjoy with crusty bread or over egg noodles, if desired!
