Season the beef chunks with 2 teaspoons of salt and 1 teaspoon of black pepper. Set aside.
In a large heavy-bottomed pot or Dutch oven, heat 3 tablespoons of olive oil over medium-high heat.
Working in batches, sear the beef on all sides until browned, about 4-5 minutes per batch. Remove the beef from the pot and set aside.
In the same pot, add the diced onion and cook for 3-4 minutes until softened. Add the minced garlic and cook for another 1-2 minutes until fragrant.
Stir in 1 tablespoon of paprika and 2 bay leaves, and cook for 1 minute to toast the spices.
Deglaze the pot with 1 cup of white wine, scraping up any browned bits from the bottom of the pot.
Return the seared beef to the pot, then add 4 cups of beef broth and 2 tablespoons of tomato paste. Stir to combine.
Bring the mixture to a boil, then reduce the heat to low, cover, and simmer for 1 hour.
After 1 hour, add the potatoes, carrots, and red bell pepper to the pot. Stir to combine and continue simmering, covered, for another 45-60 minutes or until the beef and vegetables are tender.
Taste and adjust the seasoning with additional salt and pepper if necessary.
Remove the bay leaves and discard them. Garnish the stew with chopped parsley before serving.
Serve hot with crusty bread or over steamed rice for a complete meal.
