In a heavy-bottomed saucepan, pour the whole milk and bring it to a gentle boil over medium heat.
Reduce the heat to low and let the milk simmer while stirring frequently to prevent it from sticking to the bottom. Continue simmering until the milk reduces to about half its original volume. This should take approximately 25-30 minutes.
While the milk is reducing, crush the cardamom pods to release their aroma.
Once the milk is reduced, stir in the heavy cream and granulated sugar. Continue to cook and stir for another 5 minutes until the sugar completely dissolves.
Dissolve the cornstarch in the water to form a slurry, ensuring there are no lumps.
Add the cornstarch slurry to the milk mixture and stir constantly for 3-4 minutes until the mixture thickens slightly.
Add the saffron strands, crushed cardamom pods, chopped pistachios, and chopped almonds. Stir everything together well.
Turn off the heat and allow the mixture to cool to room temperature. Then pour the mixture into kulfi molds or small cups.
Cover the molds with aluminum foil and insert ice cream sticks if using cups. Freeze the kulfi for at least 6 hours, or preferably overnight, until it is completely set.
To serve, remove the kulfi from the molds by running the molds under warm water for a few seconds. Gently pull out the kulfi and enjoy this low-sodium treat!
