Rinse the Basmati rice under cold water until the water runs clear to remove excess starch. Set aside.
Heat the olive oil in a large pot over medium heat. Add the chopped onion and sauté until translucent, about 5-7 minutes.
Add the minced garlic and continue to sauté for another minute until fragrant.
Stir in the cumin seeds, cardamom pods, and the cinnamon stick, and cook for 1-2 minutes to allow the spices to release their aroma.
Add the julienned carrots to the pot and sauté for 3-4 minutes until they begin to soften.
Pour in the rinsed Basmati rice, stirring to coat the rice with the oil and spices.
Add the unsalted vegetable broth and bring the mixture to a boil.
Once boiling, reduce the heat to low, cover the pot with a tight-fitting lid, and simmer for 15-20 minutes or until the rice is cooked and the liquid is absorbed.
In a small pan, combine the raisins and chopped dried apricots and cook over low heat for 2-3 minutes until slightly plump.
Once the rice is done, fluff it with a fork. Remove the cardamom pods and the cinnamon stick.
Fold in the plumped raisins and dried apricots, toasted slivered almonds, and black pepper.
Garnish with chopped fresh cilantro before serving. Serve hot as a side dish or a light main.
