In a large mixing bowl, combine the all-purpose flour, sugar, ground cinnamon, ground nutmeg, ground allspice, and instant yeast.
Heat the milk until it is warm (but not hot), and pour it into the flour mixture. Add the unsalted butter and the large egg.
Mix the ingredients together until they form a soft dough.
Knead the dough on a lightly floured surface for about 10 minutes until it becomes smooth and elastic.
Place the dough in a lightly oiled bowl, cover it with a damp cloth, and let it rise in a warm place for about 1 hour or until it has doubled in size.
Once the dough has risen, add the raisins and orange zest, kneading them into the dough until evenly distributed.
Divide the dough into 12 equal portions and shape each piece into a round bun.
Place the buns on a baking tray lined with parchment paper, cover them, and let them rise for another 30 minutes until they are puffy.
Preheat the oven to 220°C (428°F).
To make the cross, mix the plain flour with the water until you have a smooth, thick paste. Transfer the paste to a piping bag and pipe a cross onto each bun.
