In a large mixing bowl, combine the all-purpose flour and gradually add water while stirring until a dough forms. Knead the dough for about 5-7 minutes until smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.
While the dough is resting, prepare the filling. In a medium bowl, mix ground chicken, cabbage, carrot, green onion, garlic, and ginger together.
Add low sodium soy sauce, sesame oil, olive oil, black pepper, and the beaten egg to the chicken and vegetable mixture. Stir thoroughly until all ingredients are well combined.
